1. Reglement
De wedstrijden worden gespeeld volgens de regels van de "International Football Association Board" van de FIFA en het reglement van de K.N.V.B.
De bovengenoemde toernooiorganisator heeft de benodigde toestemming tot het houden van het toernooi verkregen van de K.N.V.B.
De toernooiorganisator stelt een toernooicommissie samen die verantwoordelijk is voor de gehele toernooi-uitvoering.
2. Arbitrage
De wedstrijden worden geleid door scheidsrechters aangesloten bij de K.N.V.B. Ieder team dient een persoon als grensrechter beschikbaar te stellen.
3. Teams
Teams die de goedkeuring van hun nationale voetbalbond hebben gekregen zijn gerechtigd aan dit toernooi deel te nemen.
4. Teamleider
Ieder team moet worden begeleid door een teamleider ouder dan 18 jaar. Zijn naam, adres, telefoonnummer en geboortedatum dienen op de spelerslijst te worden vermeld. De teamleider is verantwoordelijk voor het gedrag van de spelers, zowel op het sportcomplex als in andere accommodaties, die voor de deelnemers beschikbaar zijn gesteld.
5. Categorieën/ Dispensatie
U19 Spelers geboren op of na 01.01.2005
U17 Spelers geboren op of na 01.01.2007
U15 Spelers geboren op of na 01.01.2009
U13 Spelers geboren op of na 01.01.2011
U13/9 Spelers geboren op of na 01.01.2011 (9-a-side)
U12/8 Spelers geboren op of na 01.01.2012 (8-a-side)
Door het hanteren van verschillende leeftijden door een aantal nationale voetbalbonden, is de toernooiorganisator gerechtigd dispensatie te verlenen aan:
- U19 categorie: Teams uit Italië (5 spelers na 01.01.2004). Zwitserland België en Luxemburg (alle spelers geboren 01.01.2004) en USA (alle spelers geboren 01.08.2003)
- Dispensatie alle categorieën voor 2 spelers uit Denemarken geboren op/na 01.11 van het voorafgaande jaar.
- Dispensatie in alle categorieën voor alle spelers uit Engeland en Wales geboren op/na 01.10 van het voorafgaande jaar.
- Dispensatie in alle categorieën voor 1 speler uit Nederland geboren op/na 01.01 van het voorafgaande jaar.
Controle
De teamleider moet voor aanvang van het toernooi de spelerslijst waarop per speler naam, geboortedatum en rugnummer zijn vermeld, op het toernooi secretariaat overhandigen. Alle spelers dienen in het bezit te zijn van een officieel legitimatiebewijs dat op elk moment getoond moet kunnen worden. Dezelfde speler mag tijdens het gehele toernooi in slechts één team uitkomen.

7. Plaatsing-poulewedstrijden
De ranglijst wordt bepaald door het aantal punten. De punten worden als volgt gegeven: winst 3 punten, gelijkspel 1 punt en verlies 0 punten
Indien meerdere teams een gelijke aantal punten hebben behaald wordt de rangschikking als volgt bepaald:
1. doelsaldo
2. meest aantal gescoorde doelpunten
3. uitslag onderlinge wedstrijd
4. aantal gewonnen wedstrijden
5. fairplay
Plaatsing vervolgronden.
Bij de groepen U19, U17 en U13 worden bij een gelijkspel 3 strafschoppen genomen. Het is niet toegestaan spelers te wisselen na het eindsignaal.
Bij U15, U13/9 en U12/8 groepen worden bij een gelijke aantal punten van meerdere teams de rangschikking als volgt bepaald.
1. doelsaldo
2. meest aantal gescoorde doelpunten
3. uitslag onderlinge wedstrijd
4. aantal gewonnen wedstrijden
5. fairplay
Plaatsing-finales
Bij gelijk spel worden strafschoppen genomen volgens de regels van de Internationale Football Association Board van de FIFA. Het is niet toegestaan spelers te wisselen na het eindsignaal.
8. Wedstrijd
Voor alle categorieën telt dat per wedstrijd 5 spelers (inclusief 1 keeper) van de spelerslijst vermelde spelers gewisseld mogen worden. Er mag doorlopend gewisseld worden. Wisselen gedurende de wedstrijd mag na toestemming van de scheidsrechter.
Spelers mogen slechts voor één team uitkomen gedurende het gehele toernooi. De wedstrijd van het team waarin een speler onrechtmatig speelt geldt als verloren (0-3).
9. Shirts
Indien vóór aanvang van een wedstrijd naar het oordeel van de scheidsrechter de clubkleuren van beide teams te weinig verschillen, is de eerstgenoemde vereniging verplicht te spelen in een tenue van afwijkende kleur.
10. Disciplinaire maatregelen.
Een speler die een officiële waarschuwing krijgt (gele kaart) krijgt een 5 minuten tijdstraf. Indien een speler uit het veld wordt gestuurd (rode kaart) of een tweede officiële waarschuwingen (2e gele kaart) heeft gekregen, zal de scheidsrechter de toernooicommissie direct na de wedstrijd hierover informeren.
Een speler die uit het veld is gestuurd of 2 officiële waarschuwingen (2 gele kaarten) heeft gekregen, wordt voor de volgende wedstrijd uitgesloten. Een speler die een tweede rode kaart krijgt, wordt uitgesloten van deelname aan de rest van het toernooi. Alle rapporten over wangedrag zullen door de toernooiorganisator naar de nationale voetbal bond worden gestuurd, die deze rapporten zal doorsturen naar de betreffende andere nationale bonden.
In zowel poulewedstrijden als in de tussen- en eindronden, verliest het betreffende team de wedstrijd automatisch met 0-3 indien:
- dat team zonder geldige reden niet op tijd aanwezig is;
- dat team met een niet gerechtigde speler uitkomt;
- door wangedrag van de spelers van dat team de scheidsrechter besluit de wedstrijd te staken.
11. Protesten
Protesten met betrekking tot beslissingen van de scheidsrechters zijn niet mogelijk. Protesten met betrekking tot andere aangelegenheden moeten uiterlijk 15 min. Na afloop van de wedstrijd door de teamleider bij de toernooicommissie schriftelijk worden ingediend (een protestbrief is bij het wedstrijdsecretariaat verkrijgbaar). Protesten kunnen alleen worden ingediend door één van de 2 tegen elkaar spelende partijen. De toernooicommissie zal n.a.v. het protest z.s.m. een besluit nemen.
Het besluit van de toernooicommissie is bindend. De toernooicommissie besluit tevens over aangelegenheden waarin dit reglement niet voorziet.
12. Wedstrijdprogramma
De toernooicommissie heeft het recht om in geval van onvoorziene omstandigheden, het wedstrijdprogramma te wijzigen.
13. Aansprakelijkheid
De deelnemende clubs zijn zelf verantwoordelijk voor een adequate verzekering van de spelers. De organisatoren en Euro-Sportring zijn niet aansprakelijk voor persoonlijk letsel en verlies of diefstal van eigendommen van de deelnemers.
14. Alcohol en drugsgebruik
Het is voor de deelnemers aan de Drenthe Cup ten strengste verboden tijdens het toernooi alcohol en drugs te nuttigen. Gebeurt dit wel, dan kan de toernooiorganisatie het team van de desbetreffende speler uitsluiten van deelname.
15 . Discipline
Spelers/teams die zich gedurende het weekeinde op welke wijze dan ook misdragen op en/of buiten het voetbalveld (dus ook in de slaapaccommodaties of in het centrum van Meppel) kunnen uitgesloten worden van deelname aan de Drenthe Cup. De beslissing hierover ligt in handen van het bestuur van de Stichting Euro Jeugd Voetbal Meppel.

1. Rules
All matches shall be played in accordance with the Laws of the game as laid down by the International Football Association Board, as issued by F.I.F.A. and in accordance with the rules of the K.N.V.B. The organizing party, above, has received the necessary permission to host the tournament from the K.N.V.B. The organizing party shall form an organizing committee (tournament committee) which shall be responsible for all arrangements in connection with the competition.
2. Referees
All matches will be lead by referees affiliated to the K.N.V.B. Each team must designate one person to act as linesman.
3. Teams
Teams sanctioned by their national football association are entitled to participate in this tournament.
4. Team Leader
Every team must be accompanied by an adult (over 18 years of age), the name, address and date of birth of this adult must be printed clearly on his team's registration sheet. This adult will be deemed to be the team leader and he will be responsible for the behavior of his players, on and off the field of play. He will be held responsible for the actions of his team within the sports complex and within all other facilities available to the group.
5. Age categories/dispensations
U19 players born on or after 01.01.2005
U17 players born on or after 01.01.2007
U15 players born on or after 01.01.2009
U13 players born on or after 01.01.2011
U13/9 players born on or after 01.01.2011 (9-a-side)
U12/8 players born on or after 01-01-2012 (8-a- side)
Due to the different deadlines- set by the national soccer associations – the tournament organizer has granted dispensations.
U19 (A) category:
-Teams from Italy (5 players born after 01.01.2004),
Switzerland, Belgium and Luxemburg (all players born after 01-01-2004) and USA (all players born after 01.08.2003).
-Dispensation in all age categories for 2 players from Denmark born on/after 01.11 of the year before.
-Dispensation in all age categories for all players from England and Wales born on/after 01.10 of the year before.
-Dispensation in all age categories for 1 player from the Netherlands born on/after 01.01 of the previous year.
Age Control
Prior to commencement of the tournament the team leader must submit, to the tournament committee, a registration sheet which contains the full name, date of birth and team number of every player in his team. All players must provide proof of their age and identity. They may be asked to show this proof at any time. The same player may participate in only one team during the whole tournament.

7. Placement pool matches
The ranking is determined by the number of points. The points are awarded as follows: win 3 points, draw 1 point and loss 0 points
If several teams have obtained an equal number of points, the ranking is determined as follows:
1. goal difference
2. most number of goals scored
3. result of the mutual match
4. number of matches won
5. fairplay
Placement follow-up rounds.
With the U19, U17 and U13 groups, 3 penalty kicks will be taken in the event of a draw. It is not allowed to change players after the final signal.
With the U15, U13/9 and U12/8 groups, in the event of an equal number of points from several teams, the ranking will be determined as follows.
1. goal difference
2. most number of goals scored
3. result of the mutual match
4. number of matches won
5. fair play
8. Substitutions
Per match, all five players (including one goalkeeper) from 5 named substitutes on the team sheet are allowed to substitute another player during the game at any time. Substituted player is allowed to come back into the game.
Furthermore, players can only come out for one team during the entire tournament. If a breach of these particular tournament rules is discoverd, the game in which the particular player competed will be declared lost (0-3).
9. Tenue
Every team is obliged to bring a second choice strip of contrasting color. If, according to the referee, before the start of the match, the colors are too similar then the team mentioned first in the program must change.
10. Discipline
If a player gets an official warning (a yellow card) will get a time-discipline of 5 minutes. When a player is sent from the field (a red card) or is given an official warning twice (2 yellow cards), the tournament committee will be notified immediately after the match by the referee. Any player who has been sent off or has received two cautions in the tournament is not eligible to play in their team's next game. A player who gets a second red card is excluded from participation in the Drenthe Cup tournament.
Note: All misconduct reports arising from the tournament will be forwarded to the National Football Association of the host club who will forward these reports to the National Football Associations concerned.
In case of group matches and all end round matches the result of the match will be 0-3 when:
- that team is late for a game without a valid reason,
- that team uses an ineligible player,
- the referee has to abandon a game due to misconduct of players, officials or spectators of that team.
11. Protests
The referees decision in all matters concerning points of play shall be final and binding. Protests in this area should be made (in writing) only by the responsible team leader to the tournament committee no later than 15 minutes after the match (protest letters can be obtained from the tournament committee).
The tournament committee's decision on all protests is final and binding. Also the tournament committee will decide on matters not covered in this rules book.
12. Schedule
The tournament committee has the right to alter the competition schedule should unforeseen circumstances occur.
13. Responsibility
It is the responsibility of each team to make sure that adequate insurance cover is provided for their players. The tournament organizers and Euro-Sportring are not responsible for damage to, and loss or theft of possessions or equipment of participants or clubs. They are also not responsible for personal harm or injury to participants.
14. Use of alcohol
For all participants of the Drenthe Cup tournament it is forbidden to drink alcohol and/or use drugs during the tournament. If any of the participants are caught drinking alcohol or using drugs that player will be removed from the tournament. The Foundation Euro Jeugd Voetbal Meppel will decide what measures will be taken further.
15. Discipline
Players and/or teams who misbehave in any kind of way (either in or outsides the fields or in the city centre, including the sleeping quarters), can be excluded from participation in the Drenthe Cup. The board of the Foundation Euro Jeugd Voetbal Meppel will take all decisions related to participants misbehaviour.
